Would NoM be most aptly described as Layer 0?
Afaik layer 0 doesn’t have any function other than supporting layer 1s. Since we already have an atomic swap and embedded contracts , layer 1 is a better description.
These aren’t arbitrary I guess, doesn’t have any practical implications
